Street Lighting Modernisation Project

In April of 2019 GMCS commenced works under consultancy agreement with the Private Public Center of East Kazakhstan Region to assist the Cities of Oskemen (Ust-Kamenogorsk) and Semey with the modernization of their existing Street Lighting system.

The principal aim of this assignment will be to introduce new business model where the PPP Center shall take over the management of Street Lighting system in the Cities and will act as Street Lighting assets holder and the employer of a Design-Supply-Installation-Operation & Maintenance Contracts with a private Contractor to be chosen through public tender.

To support the process GMCS shall finalize Public Service Contract for the Street Lighting services and develop monitoring and reporting of the PSC implementation. Besides, a Financial and Operation Performance Programme (FOFIP) for Regional PPP Centre will also be developed.
